Malek Hannouf

Malek Hannouf is a Lebanese lawyer, member of the Bar Association of Northern Lebanon, with over 13 years of IP regional experience.
Malek completed his law license in Lebanon, and continued his master’s degree in business law and Taxation at Montpellier University in France.
Malek pursued in 2024 an Executive MBA at ESSEC Business school in France.
Malek started his career as legal counsel at Saba IP & Co before joining Louis Vuitton in 2013 as Head of Intellectual Property department for
Middle East & Africa.
Malek Joined the Gulf Brand Protection Group (Gulf BPG) in 2013 and is currently the chairman of the association since 2018. As well he sits on the board of The International Association for the Protection of Intellectual Property AIPPI UAE regional chapter.
Malek was appointed in 2022 as an expert member at Ministry of Economy Trademark office board of grievances.
Malek is a lecturer in Intellectual Property and has several published articles.

HE Dr Abdelrahman Almuaini

Dr. Abdulrahman Almuaini holds a Ph.D. in Copyright Law Enforcement from the University of Aberdeen in Scotland. In addition to his position as Assistant Undersecretary of the Intellectual Property Sector at the Ministry of Economy, he is a certified intellectual property expert by the Dubai Courts and the Ministry of Justice. He is also a member of the negotiating team for free trade agreements related to intellectual property.
Dr. Almuaini has contributed to the development of intellectual property legislation and laws in the UAE. He has published numerous articles on combating intellectual property crimes and has participated in various conferences related to intellectual property.

Chris Bailey

Chris is Head of UK and EU Enforcement, responsible for coordinating IP enforcement
actions with Rouse offices and partner firms across the EMEA region. Having previously
lived and worked in China for more than 25 years, including a stint managing the Evidence
Services team, as well as handling cases across ASEAN, Chris is ideally placed to link
activities between the EMEA region, and Asia.
As well as supervising activities across the EMEA such as test purchases, open-source
intelligence gathering, online enforcement and investigations, customs detentions and civil
and criminal enforcement cases, Chris’s team on tracing supply chains back to sources in
China and elsewhere, where he collaborates with Rouse local offices to uncover and attack
the sources of infringing trade. He has experience in a wide range of industries, from
consumer and luxury goods to automotive parts, electronics, industrial equipment, and
healthcare. He has expertise in technology and software license compliance and a lead
member of Rouse’s software anti-piracy team. He has handled numerous with complex IP
infringement issues in China, including patent and trade secret infringement, copyright,
design and unfair competition cases.
Chris is responsible for Rouse’s CHORUS web-based case management database, used by
numerous IP owners for tracking and reporting on cases worldwide, and one of the tools
used by Chris’s team to analyse cases, trace counterfeit supply chain links and form
strategies.
Chris brings his previous experience in Rouse’s Consultancy practice, where he focused on
commercialisation of IP, to bring a strategic and commercially-focused approach to IP
protection, with an emphasis on creating deterrent, measuring the impact of
enforcement, recovery of compensation, and optimising enforcement budgets.

Aisha Y. Salem-Howey is the U.S. Patent & Trademark Office (USPTO)
Intellectual Property (IP) Attaché for the Middle East and North Africa
(MENA) based at the U.S. Embassy in Abu Dhabi, UAE. Her responsibilities
include advising U.S. businesses in protecting and enforcing their IP rights
in the MENA region; developing and implementing education, outreach,
and public awareness campaigns to promote the importance of IP
protection; conducting capacity building programs for local officials to
ensure more consistent application of international IP standards in registration and
enforcement of IP rights; advocating U.S. government IP policy, interests, and
initiatives; securing strong IP provisions in local laws; and monitoring the implementation
of these provisions with relevant local authorities and other U.S. government agencies. Ms.
Salem-Howey previously served as the MENA IP Attaché from 2013 to 2017.
Prior to becoming the IP Attaché in 2013, Ms. Salem-Howey was a Trademark Examining
Attorney with the USPTO. She has also worked for the International Intellectual Property
Alliance; the General Counsel’s Office of the U.S. Copyright Office; Allen, Dyer, Doppelt, &
Gilchrist, P.A., a Florida-based IP boutique law firm; and NBC Universal’s Department of
Business & Legal Affairs.
Ms. Salem-Howey earned an LL.M. in Intellectual Property Law from The George Washington
University Law School in 2006, a J.D. from the University of Florida Levin College of Law
in 2005, and a B.A. in Performing Arts Management from The Hartt School of Music at
the University of Hartford in 2002. She is a professional cellist performing orchestral
and chamber music and is a licensed member in good standing of the Florida Bar.

Kirstine Pedersen

Kirstine is an expert in capacity building at national, regional and international level and in public private partnerships. She is currently the Head of the International IP Crime Investigators College (IIPCIC) at INTERPOL.

Kirstine leads targeted capacity building and training initiatives for law enforcement and has successfully driven INTERPOLs specialized College for more than a decade. Her core responsibilities are to manage and coordinate its global strategy & outreach and other initiatives to fight against transnational organized (IP) criminal activity.

She has extensive experience from INTERPOL. Coming from a private sector background, she has been engaged in anti-counterfeiting and illicit trade enforcement for more than fifteen years.

Kirstine has a Master’s degree in International Development Studies and Communication from Denmark and is a guest professor at the Lyon University 3 (France).

Rumi Hashimoto

Rumi Hashimoto has been a Technical Attaché in the IPR Health and Safety Programme of the Compliance Sub-Directorate at the World Customs Organization (WCO) since the summer of 2023. Prior to joining the WCO, she accumulated extensive experience in Customs and in the field of IPR, including enforcement, strategic planning, and capacity building related to intellectual property at Japan Customs. From 2020 to 2022, she was seconded to the Japan Patent Office, where she was involved in investigation cooperation and anti-counterfeiting activities.

Hoda Barakat

Hoda graduated from the University of Cambridge, UK with a Bachelor’s and Master’s degree in
law and then worked in London, UK before moving to Dubai in 1995.
In Dubai she established and led the intellectual property department of a leading regional law
firm for 15 years.

In late 2011, Hoda established her own boutique law firm Hoda Barakat Legal Consultancy
focusing on providing clients with strategic legal advice especially in IP and commercial matters.
She has worked closely with both private and public sectors and often acts as the bridge between
the two.
Today, Hoda is still seen as a leader in the field of IP and is the current President of the
International Association for the Protection of Intellectual Property National Group (AIPPIUAE) in addition to her other positions:

Atty. Rany SADER

Rany Sader is a distinguished legal expert and a prominent leader in the Middle East Legal Community. Through his various influential roles, including his position as the Secretary General of the Arab Union for Trade Facilitation, and a key figure in the Brand Protection Groups (BPG Lebanon) as well as a Legal Innovation officer at SADER Legal (established in 1863), Rany has dedicated his career to addressing one of the most pressing challenges in global commerce today.
Professional Roles and Contributions In his capacity as Secretary General of the Arab Union for Trade Facilitation, Rany Sader is playing a pivotal role in promoting initiatives that streamline and secure trade processes across the Arab region. His leadership in this organization is crucial in advocating for the implementation of trade facilitation measures that not only enhance efficiency but also ensure that illicit trade is effectively kept out of legitimate supply chains.
As a leading figure in the Brand Protection Groups (BPG) in the Middle East, Rany has been at the forefront of efforts to combat the proliferation of counterfeit goods. The BPG, an alliance of brand owners, law enforcement, and policymakers, focuses on developing strategies to prevent the manufacture, distribution, and sale of counterfeit products. Rany’s involvement in the BPG has been instrumental in promoting stronger intellectual property rights enforcement and raising public awareness about the dangers associated with illicit trade and counterfeit goods. His work emphasizes the need for a comprehensive and collaborative approach to tackling this complex issue, bringing together various stakeholders to create effective solutions.

Advocacy and Awareness Beyond his organizational roles, and as an IP Lawyer, Rany Sader has been actively involved in raising awareness about the economic and social about illicit trade. Through organizing and participating in conferences, workshops, and seminars, he has educated a wide audience—including businesses, policymakers, and the general public—about the importance of intellectual property rights and the risks posed by the illicit trade and counterfeit goods. His advocacy has also extended to pushing for legislative reforms that improve enforcement mechanisms across the region.

Evan Williams

Evan Williams is a Senior Director for Alibaba International Global Intellectual Property
Enforcement, based in Washington, D.C. Evan retired in 2021 as Senior Counsel from the U.S.
Department of Justice (U.S. DOJ) Computer Crime and Intellectual Property Section (CCIPS), also
in Washington, D.C., where he prosecuted intellectual property and cybercrime offenses. From
2016-2021, Evan was posted at the U.S. Consulate General in Hong Kong, serving a long-term
detail as one of U.S. DOJ’s first International Computer Hacking and Intellectual Property
Attorney-Advisors for Asia. There he acquired his Chinese name: 韋義榮. Before joining CCIPS,
Evan served as an Assistant United States Attorney in the United States Attorney’s Office for the
Eastern District of New York, and before joining U.S. DOJ, as an Assistant District Attorney in the
New York County District Attorney’s Office. Evan is a graduate of Harvard College and Columbia
Law School.

Mohammed Mubarak Al Falasi

Mohammad Al Falasi is an experienced Government Relations and Regulatory Affairs Manager with over 14years of expertise in public relations, regulatory compliance, and operations within the technology sectors. He has worked closely with government entities, the public sector, top tech companies, social media platforms, and international organizations.

Since January 2022, Mohammad has served as the Manager of Digital Resources at the Telecommunications and Digital Government Regulatory Authority in Dubai, where he led significant projects, including managing and developing the national domain name space, increasing the market by 15% in 2022. He also oversees the enforcement of Internet policies and the implementation of trust services and digital certificates regulations in line with international best practices.

Throughout his career, Mohammad has contributed to the development and revision of laws and policies, collaborated with stakeholders from government entities, tech companies, and law enforcement agencies to advance public policies, and fostered strategic partnerships. He has played an active role in numerous local and international committees related to Internet governance, applications regulation, and other key initiatives.

With his extensive experience, Mohammad is a trusted leader in regulatory affairs and operations management, known for improving processes, ensuring compliance, and successfully executing major projects and initiatives.

Tiago Henriques

Tiago is a technical leader with more than 12 years of experience in Cloud Computing across several areas such as Distributed Systems, Big Data, and Artificial Intelligence. He has previously worked for Amazon Web Services and Microsoft.

Tiago has also been a Founder and CTO and regularly lectures at different Universities. He occasionally serves in an advisory capacity, sharing his expertise with industry professionals.

Currently at Google Cloud EMEA, Tiago leads a team of technical specialists focused on Artificial Intelligence that work directly with several companies to adopt the latest AI solutions and innovations focused on their business challenges.

Charles Shaban

Charles Sha’ban is the International Trademark Association (INTA) Senior Consultant, MENA & Internet Policy.

He is experienced in Intellectual Property Services, Data Governance, Digital Rights and Internet policy development and implementation strategies, with extensive technical and management experience in ICT.

Shaban was the first from the Middle East to serve on the International Trademark Association (INTA) board of directors 2011-2014.

Shaban served as the Chair of the Multistakeholder Advisory Group – Program committee (AMPAC) of the Arab Internet Governance Forum (Arab IGF) 2015 - 2022, served on the Multistakeholder Advisory Group (MAG) of the Global Internet Governance Forum (IGF) from 2006 until 2012. In 2004, he served on the Working Group on Internet Governance (WGIG) that was established by the UN Secretary General to find a workable definition of Internet Governance beside other related tasks.

Nathalie Sabbagh is a distinguished legal scholar and professional with a PhD in Criminal Law, having completed her thesis on comparative criminal law between France, Lebanon, and England. Currently, she is the Director of the Dubai campus of Saint Joseph University, where she also serves as an assistant professor of law.

She has extensive experience in mediation, serving as a project manager and trainer at the Professional Mediation Center of Saint Joseph University. Nathalie has worked with UNICEF and the Geneva Centre for Security Sector Governance (DCAF) on projects focused on juvenile justice and community service laws. Additionally, she holds leadership roles in various youth organizations.

Hadi Y. Alkanani, a Saudi citizen with 25+ years’ work experience & a diverse business profile in technical & managerial fields with local & international companies, out of which around 20 years in IPR protection field. Hadi holds a Master’s Degree in Business Administration and a Bachler’s Degree in Electrical Engineering, both from King Fahad University of Petroleum & Minerals (KFUPM). Hadi holds several certifications including IP Investigator Certification from Interpol, Project Management Professional (PMP), and Certified Cost Engineer (CCE). Hadi currently works at Beiersdorf as the Regional Director for Brand Protection in the Middle East, Africa, Pakistan & India. Before that, Hadi worked for 3 years in Amazon as the Regional Head of Customer Trust & Brand Protection Strategic Partnerships for Middle East & Africa. Before Amazon, Hadi worked for 15 Years (2006-2020) as the Regional Brand Protection Manager for Procter & Gamble (P&G) managing various regions, including Europe, Middle East, Africa, Pakistan, India & China. Before that, Hadi worked for 7 years in Saudi Electricity Company (SEC) as Head of Planning & System Improvement of Electrical Distribution Projects. Fabrice Mattei

Fabrice is a leading patent attorney with a focus on Asia Pacific. He specializes in life sciences and biotechnology, particularly gene editing, and has played a pivotal role in harmonizing patent examination rules in Southeast Asia. In addition to his patent law expertise, Fabrice is a pioneer in the field of climate change and green technology. He advises clients on clean energy, carbon capture, and climate mitigation strategies, and has developed innovative software tools to promote green innovation. Fabrice is also a passionate educator, teaching patent law and climate change at various universities.

Alexis Thiebaut

Alexis THIEBAUT is a French and EU trademark and designs attorney since 2018, Alexis Thiebaut focuses on both the creation of and adding value to IP rights (filing, portfolio evaluation, contracts) and in defending them (formal notice, opposition, confiscation, pre-litigation procedures, negotiations, administrative disputes, counterfeiting).
Alexis holds a master’s degree in business and Corporate Law from the DJCE - Université de Nancy II, a Certificate of Specialisation in Intellectual Property Law from the Université de Montpellier and an additional master’s degree in Intellectual Property Law from the Université Paris II - Panthéon Assas.

Alexis previously graduated from the Université de Nancy II with a double degree in Law and Economics and a master’s degree I in Business and Tax Law. He has been an IP consultant (trademarks and designs) and a Trademark Attorney at the EUIPO since 2018. Alexis began his career in intellectual property at Novagraaf in 2014.

Alexis is a member of the APRAM (Association of Law Practitioners for Trademarks and Models).

Rashid Alsalmi

Rashid Al Salmi, the 36-year-old founder of Sulmi, is on an inspiring journey that reflects his
determination and perseverance. Born in 1988, he began his entrepreneurial path in 2007,
driven by a strong vision and clear goals. Despite numerous challenges, Rashid remained
steadfast and resilient.
His passion for engineering and science led him to immerse himself in research and reading.
Self-reliant since the age of 18, he financed his own car and saved money to lay the foundation
for his future venture. However, establishing his garage business was a significant challenge that
required much time and effort.
In 2017, after completing nine years of service at the post office and a year in national service,
Rashid made the bold decision to resign from his job and pursue his dreams of transforming the
UAE into an industrial powerhouse.
The turning point came when he shifted his focus from cars to motorcycles. After years of hard

Malek Hannouf is a Lebanese lawyer, member of the Bar Association of Northern Lebanon, with over 13 years of IP regional experience.

Malek pursued in 2024 an Executive MBA at ESSEC Business school in France.

HE Dr Abdelrahman Almuaini

Dr. Abdulrahman Almuaini holds a Ph.D. in Copyright Law Enforcement from the University of Aberdeen in Scotland. In addition to his position as Assistant Undersecretary of the Intellectual Property Sector at the Ministry of Economy, he is a certified intellectual property expert by the Dubai Courts and the Ministry of Justice. He is also a member of the negotiating team for free trade agreements related to intellectual property.
Dr. Almuaini has contributed to the development of intellectual property legislation and laws in the UAE. He has published numerous articles on combating intellectual property crimes and has participated in various conferences related to intellectual property.

Chris Bailey

Chris is Head of UK and EU Enforcement, responsible for coordinating IP enforcement
actions with Rouse offices and partner firms across the EMEA region. Having previously
lived and worked in China for more than 25 years, including a stint managing the Evidence
Services team, as well as handling cases across ASEAN, Chris is ideally placed to link
activities between the EMEA region, and Asia.
As well as supervising activities across the EMEA such as test purchases, open-source
intelligence gathering, online enforcement and investigations, customs detentions and civil
and criminal enforcement cases, Chris’s team on tracing supply chains back to sources in
China and elsewhere, where he collaborates with Rouse local offices to uncover and attack
the sources of infringing trade. He has experience in a wide range of industries, from
consumer and luxury goods to automotive parts, electronics, industrial equipment, and
healthcare. He has expertise in technology and software license compliance and a lead
member of Rouse’s software anti-piracy team. He has handled numerous with complex IP
infringement issues in China, including patent and trade secret infringement, copyright,
design and unfair competition cases.
Chris is responsible for Rouse’s CHORUS web-based case management database, used by
numerous IP owners for tracking and reporting on cases worldwide, and one of the tools
used by Chris’s team to analyse cases, trace counterfeit supply chain links and form
strategies.
Chris brings his previous experience in Rouse’s Consultancy practice, where he focused on
commercialisation of IP, to bring a strategic and commercially-focused approach to IP
protection, with an emphasis on creating deterrent, measuring the impact of
enforcement, recovery of compensation, and optimising enforcement budgets.

Aisha Y. Salem-Howey is the U.S. Patent & Trademark Office (USPTO)
Intellectual Property (IP) Attaché for the Middle East and North Africa
(MENA) based at the U.S. Embassy in Abu Dhabi, UAE. Her responsibilities
include advising U.S. businesses in protecting and enforcing their IP rights
in the MENA region; developing and implementing education, outreach,
and public awareness campaigns to promote the importance of IP
protection; conducting capacity building programs for local officials to
ensure more consistent application of international IP standards in registration and
enforcement of IP rights; advocating U.S. government IP policy, interests, and
initiatives; securing strong IP provisions in local laws; and monitoring the implementation
of these provisions with relevant local authorities and other U.S. government agencies. Ms.
Salem-Howey previously served as the MENA IP Attaché from 2013 to 2017.
Prior to becoming the IP Attaché in 2013, Ms. Salem-Howey was a Trademark Examining
Attorney with the USPTO. She has also worked for the International Intellectual Property
Alliance; the General Counsel’s Office of the U.S. Copyright Office; Allen, Dyer, Doppelt, &
Gilchrist, P.A., a Florida-based IP boutique law firm; and NBC Universal’s Department of

Ms. Salem-Howey earned an LL.M. in Intellectual Property Law from The George Washington

Kirstine is an expert in capacity building at national, regional and international level and in public private partnerships. She is currently the Head of the International IP Crime Investigators College (IIPCIC) at INTERPOL.

Kirstine leads targeted capacity building and training initiatives for law enforcement and has successfully driven INTERPOLs specialized College for more than a decade. Her core responsibilities are to manage and coordinate its global strategy & outreach and other initiatives to fight against transnational organized (IP) criminal activity.

She has extensive experience from INTERPOL. Coming from a private sector background, she has been engaged in anti-counterfeiting and illicit trade enforcement for more than fifteen years.

Hoda graduated from the University of Cambridge, UK with a Bachelor’s and Master’s degree in
law and then worked in London, UK before moving to Dubai in 1995.
In Dubai she established and led the intellectual property department of a leading regional law
firm for 15 years.

In late 2011, Hoda established her own boutique law firm Hoda Barakat Legal Consultancy
focusing on providing clients with strategic legal advice especially in IP and commercial matters.
She has worked closely with both private and public sectors and often acts as the bridge between
the two.
Today, Hoda is still seen as a leader in the field of IP and is the current President of the
International Association for the Protection of Intellectual Property National Group (AIPPIUAE) in addition to her other positions:

in Washington, D.C., where he prosecuted intellectual property and cybercrime offenses. From

Shaban was the first from the Middle East to serve on the International Trademark Association (INTA) board of directors 2011-2014.

Shaban served as the Chair of the Multistakeholder Advisory Group – Program committee (AMPAC) of the Arab Internet Governance Forum (Arab IGF) 2015 - 2022, served on the Multistakeholder Advisory Group (MAG) of the Global Internet Governance Forum (IGF) from 2006 until 2012. In 2004, he served on the Working Group on Internet Governance (WGIG) that was established by the UN Secretary General to find a workable definition of Internet Governance beside other related tasks.

Rashid Al Salmi, the 36-year-old founder of Sulmi, is on an inspiring journey that reflects his
determination and perseverance. Born in 1988, he began his entrepreneurial path in 2007,
driven by a strong vision and clear goals. Despite numerous challenges, Rashid remained
steadfast and resilient.
His passion for engineering and science led him to immerse himself in research and reading.
Self-reliant since the age of 18, he financed his own car and saved money to lay the foundation

required much time and effort.
In 2017, after completing nine years of service at the post office and a year in national service,
Rashid made the bold decision to resign from his job and pursue his dreams of transforming the

Alexis holds a master’s degree in business and Corporate Law from the DJCE - Université de Nancy II, a Certificate of Specialisation in Intellectual Property Law from the Université de Montpellier and an additional master’s degree in Intellectual Property Law from the Université Paris II - Panthéon Assas.

Alexis previously graduated from the Université de Nancy II with a double degree in Law and Economics and a master’s degree I in Business and Tax Law. He has been an IP consultant (trademarks and designs) and a Trademark Attorney at the EUIPO since 2018. Alexis began his career in intellectual property at Novagraaf in 2014.

Alexis is a member of the APRAM (Association of Law Practitioners for Trademarks and Models).
